Because of the development of modern science and the frequenthappening of the meteorological disasters, artificial influence on weatheris not only possible, but also necessary. The artificial weather influencingbehavior which is done by government, decided by it’s characteristics, thesubject of implementation as well as the implementation basis, is aadministrative behavior. The reason for the government having the poweras well the obligation to do the artificial weather influencing behavior islying in the theories of welfare states, service administration and thebehavior’s nature of quasi public product. During the plan making,decision making, behavior doing and the after, The artificial weatherinfluencing behavior maybe influent some people’s private interest, let theconflict of public interest and private interest happen. Therefore, in orderto balance the public interest and private interest during theimplementation of the artificial weather influencing behavior, the writerthink that, we should specifically analyze the administrative problemsduring the different stages of the behavior, and then, establish appropriateadministrative law mechanism, just like, public participation, informationpublicity, administrative guidance, administrative coordination,information sharing, administrative compensation and also. In this way,we can regulate and control administrative legal relationship in theartificial weather influencing behavior. Finally, we can let theadministrative power using legally in the process of the artificialinfluencing of the weather. Under the guidance of the theory ofAdministrative Legality, we need make the Uniform Law of ArtificialWeather Influencing Behavior.
