All party members must be fully aware that fighting corruption will be a protracted, complicated and arduous battle, attach greater importance to combating corruption and upholding integrity and take a clear stand against corruption. President Hu Jintao pay more attention on construction of a clean government, it proved that the Party and our government attach great importance to build an honest and clean government.China’s current construction of a clean government is mainly concentrated in the construction of the legal system, complemented by the construction of the Party’s work style. Remarkable results were achieved in improving the Party’s style of work, upholding integrity and combating corruption, the corrupt behavior constraint is also more obvious, but corruption phenomenon still exist, which caused our deep thought. With the improvement of system and legal norms, we found that system and legal norms repeat failure in front of the major corruption cases, supervisory mechanism is often ineffective, which caused us to think deeply, what leads to the failure of the legal and institutional? We can find the answer from the angle of culture. For the system perspective, culture is a fundamental position; culture gives birth to system and clean government culture gives birth to clean government system. Clean government culture can promote the system and legal norms working effectively. For the moral perspective, culture is the root of morality, culture can restrain the behavior of people, and culture can promote moral norms work effectively. The purpose of this paper is to find a way to solve the problem of clean government construction. Clean government culture is the root of the self-discipline and the heteronymous mechanism. From the start of this root, we can find another way to solve the problem.This paper is divided into six parts, the first chapter is the introduction, and points out the background of the clean government culture can push the construction of a clean government. Tells domestic and foreign theory summary about construction of clean government, and points out the research methods, research thought and innovation; the second chapter is the definition of related concepts and some theoretical basis, this paper defines the relationship between clean government culture and the construction of a clean government, then defines the connotation, function and target of the clean government culture, and points out the importance of the construction of Incorruptness culture; The third chapter points out present situation of the clean government construction, existing problems, analysis the causes of the problems existing in the construction of incorruptible culture from the cultural perspective; The fourth chapter, taking the Mu Suixin’ case as an example to prove the feasibility that construct a clean government in the perspective of clean government culture.
