It has been30years since we began to study the news legislation after China’s reform and opening up. Although we have not published a Press law, the scholars’ research on the new legislation did not stop. Taking the news legislation research as the research object, this paper summarizes the academic research achievements in the past30years. If we say it is the appealing to the necessity of news legislation that opens the curtains of news legislation research after the reform and opening up, we may say, nowadays the scholars are trying to seek the news legislation reform’s new move in different views of research, under the current system and social environments. On Chinese academics, the news legislation research has experienced from a blank to fruitful period.Up to now, the academia has already no longer sticked to the publishing of Press Law, but to the new thinking from the Chinese mainland legal status of news legislation,broking through former ideological shackles. The study of news legislation provides a theory basis to the Chinese news legal construction and it is an important topic in improving Chinese democracy and legal system construction.This paper takes the classification way of illustration. On one hand, It sums up and cards the news legislation achievements, classifies and analyses the academy’s successes. As the paper does the research of the news legislation research, It can’t do without the recalling of the historical background the researchers in. In addition, due to the particularity of journalism, politics on various trends brings great impact on it. So the author makes use of the great political events which the news legislation research brings to, to analyses the news legislation research academic atmosphere and academic study habits. On the other hand, it gives a rational interpretation to the Chinese news legislation research achievements through objective observation and finds out the scholars’ research methods and habits, looking forward to summarizing the basic trail of academic research.The paper’s emphases and innovation is mainly embodied in the summary and classification to the news legislation research’s characteristics and limitations in different periods after China’s reform and opening up. China’s news legislation research, in the last century80’s, is a changing and accepting period in thought. In the research methods It also can’t cast off the influence of political atmosphere before the reform and opening up. Although there appeared three press law drafts, they did not form a real Press Law. At the90’s to the early21century, as China’s economy is increasing, the legal construction process is speeding up too, and the press law research field is also like a raging fire. However the news legislation research seems to enter into a rough period.Many scholars think that publishing a Press Law is the key to solving problems. During this period, the appeal of publishing a Press Law can be read in many articles. However it is not the whole content of news legislation, the academic’s view for news legislation quietly changing. Until now, scholars have recognized clearly that just a Press Law can’t deal with the problems in journalism. The news legislation research’s emphasis is how to make a beneficial change and lead the news industry gradually into the rule of law.This paper objectively views the news legislation research progress in the past30years. It gives a classification and analysis to the research achievements. Although the author presents some views and suggestions to the future news legislation research, we should eventually base on the national condition of China, base on the objective reality, and give a theory support and guidance to news legal system, such is the real significance to the news legislation research.
