Since the reform and opening up, our country’s economy has boomed up. In the meantime, the government has strengthened its regulation upon the market economy. As "the person" is the key factor in any regulations’realization, our country has carried out several documents to further regulate the selection of cadres.Quantitative scoring is a new way to select and appoint cadres. It uses detailed scores to form statistic figures to assess the factors in selecting and appointing cadres. In this way we can make judgment to decide the selection of candidates.The Shaanxi local taxation system founded the quantitative selection system in2011. We have made some public selections for several posts in the guidance of this system. According to the results of the investigation papers, the cadres and people are quite satisfied with this new system and it has had some sound results. Since it is the first time of Shaanxi local taxation system using the quantitative selection as a way of selecting cadres, there must be some disadvantages. In this paper, the writer has pointed them out.In this paper, the writer first analyses the rules of optimization. That is scientific, democratic and institutional. Then using the theory of management by objectives and competency model for reference, this paper analyses how to perfect quantitative selection from the aspects of target, contents and methods. The writer also puts forward some associated methods to realize the fulfillment of the quantitative selection. In the last, the writer puts forward the associated measures to establish and perfect the follow-up training mechanism.
