In our country civil servants grass-roots civil servants team has a important role, is the cornerstone of the civil service, is the direct executives of major policy and various measures, dealing with the people directly, and responsible for providing direct public service, finally realize national administrative power, unite the masses, building grass-roots level, stabilized base, the service quality affect the administrative work smoothly and efficient completed. So, we should through effective measures to improve the service quality of grass-roots civil servants to guide and constraints the behavior of the grass-roots civil servants, forming good behavior standards, and realize the efficiency of the government-run system.This paper mainly studies our country basic unit of the civil service quality and service related problem. First is the introduction part, mainly introduced the research background and significance of this paper, both at home and abroad were reviewed and the direction of the research and study method. Second, the new public service theory and serve for the people thought as the theoretical basis to our country basic unit civil servants service quality analysis and discussion, in general service and the service of the grass-roots civil servants in contrast analysis of the grass-roots civil servants service properties, service purpose and the service object, and points out that the service quality of the connotation of grass-roots civil servants, components, and characteristic; Again, the analysis of china’s grass-roots civil servants service consciousness is week, service motive is not clear, service attitude is bad, the lack of knowledge service, service skills deficiencies and service methods is single, and put forward corresponding reasons of the problems mainly have personal values the dislocation of the traditional administrative culture, the corrosion of the grass-roots civil servants, the defects of the system of grass-roots civil servants and the imperfect management mechanism; Finally, gripping reasons and puts forward the effective way to improve the service quality, one is to set up the correct personal values, two is to change the traditional administrative cultural concept, three is to perfect the system of public servants, four is to establish and perfect the management mechanism of grass-roots civil servants.
