| With its open policy, our country has issued a series of laws andregulations to regulate the rural finance development, and to some extent, therural finance has been standardized; the rural economy has been promoted.But these legal documents not only lower legal ranks but also scattered layout,even some important rural financial legal has not yet enacted. The out-datedconstruction of rural financial legal system has seriously hindered thedevelopment of the rural economy, delaying the China’s socialistmodernization. So to construct a rural financial legal system with Chinesecharacteristics is the things we must to do. By use the experience of othercountries for reference and with China’s specific conditions, our ruralfinancial legal system should perfect the rural financial institutions legalsystem, the rural financial market legal system, the rural financial serviceslegal system and the rural financial supervision legal system.This paper is divided into three parts, including introduction, text andconclusions. The first chapter of the text has defined the connotation of ruralfinance and rural financial legal system. The second chapter has expoundedthe evolution process and evolution characteristics of the rural financial legalsystem. The third chapter has analyzed the defects and its reasons of our ruralfinancial legal system at this stage. The fourth chapter has examined the ruralfinancial legal system of America, France, Japan, India etc, and pointed outthe enlightenment that worth using for reference. The last chapter has raisedsome suggestions to perfect our rural financial legal system. |
