Although the New Public Management Theory has been suffered much criticism inthe process of development since it was put forward in20thcentury by scholars ofwestern countries, its general trend as the public administration does not been affected.With the increasing frequency of international academic exchange and cooperation, theNew Public Management Theory is gradually accepted by Chinese scholars andmentioned in various kinds of fields more and more. Public education, as one of thelivelihood issues, has always been regarded as a common concern by people of allwalks of society in China. In recent years, public opinions has been collected, appliedeffectively and resolved before the reform of public education is put into practice. In theNew Public Management Theory, government should be an efficient and predictablegovernment and correspondingly, local government should be the same as it in publiceducation policy. In the past, during the implementation of the public education policy,although there was interaction between local government and the public, it was justsuperficial consultation and replying of the questions. Most of the time, theimplementation of the public education policy is from top to bottom with the feature ofoneness and mandatory and the mass of common people has no sense of participationwhich in turn leads to most of the public education policy can not been stroken deeproots in the hearts of the people.However, local government is the government of the mass of common people afterall and the reason of its existence is more than instruction of common people for whatshould do and how to do because such constraint will result in the public discontentwith the local government. On the contrary, the starting point of policy implementationby the local government should be making the public live a better life and therefore theinteraction between the officials and the public is indispensable. In the process ofimplementation of the public education policy, local government should enrich theforms of the interaction with the public. Only in this way can the local government beapproved by the public eventually. Up to now, the research on the public education theory is in its infancy and thestudy on the educational development of local government is much weaker. While atpresent, there are lots of researches on the theory of policy implementation and eductionpolicy but few researches have focused on the interaction of education policyimplementation both in home and abroad. In this thesis, the author makes an analysis ofinteractive modes between local government and the public in the process of publiceducation policy implementation. Through the investigation, the author finds out thatthere are some shortcomings in the interactive modes nowadays in China and the authoranalyses the reasons in detail. In addition, the author seeks the elements and operationalmodes of interaction between government and the public from the western classicalinteractive modes and through combining with our national conditions, the authorproposes a relative integrated interactive mode between local government and the publicin the process of the public education policy implementation.
