Urban public transportation is a mixture of many means of transportation for the public economically and conveniently. It is a system of public passenger transportation, consisting of bus, trams, rail transportations, taxies and ferries. The development of urban public transport is related closely to inhabitants’routine life. Urban public transport service is a kind of public service for meeting the routine travel demands of inhabitants, located itself to public benefit. At the same time, the individual difference leads to the difference of inhabitants’demands, so as to lead to the difference of the supply of urban public transport. Therefore, urban public transportation must be located to public benefit and be realized by differentiation. Public benefit is the basement of differentiation, while the realization of differentiation is to show public benefit.Researching the supply mode of urban public transportation based on the demand differences of inhabitants, we need to analysis the two concepts:resident’s differences and needs. The first one contains natural differences and social differences, while the other one contains the original demands and the secondary demands. Then we can conclude that: natural differences put more attention on the original demands than the secondary demands; social differences put more attention on the secondary demands than the original demands. Combining the idea of that urban public transportation service puts more attention on the natural differences of inhabitants than the social differences, we can know the principle of supply of urban public transportation service is to meet the original demands preferentially, and the secondary demands, integrating the both. We choose Changsha as example, collecting and analyzing data, to test the results. At last, we put forward four conceptions about the ideal supply mode of urban public transport service:it should be defined as a kind of fundamental service to meet the differences; it should consider the reality of inhabitants to meet the original demands; it should supply the first-rate service to meet the secondary demands; it should unify the public benefit and the otherness.
