With the reform and opening going, the economic level of China has rapidlydeveloped and people’s living standards improved day by day. However, due to theimpact of economic globalization and the economic reform, there have been manyproblems in Chinese local governance. Therefore, it is imperative to change thefunctions of government as soon as possible, and seek to adapt to the current reality ofgovernance.In this paper, starting from the rise of local governance, we have analyzed thelocal governance background, meaning and theoretical basis to reflect the basic typesof local governance. Then, with taking in the history of our local governanceevolution, complexity and the achievements and shortcomings, we have revealed thestatus of our local governance.Second, by the analysis of the transition period the plight of China’s localgovernance, the problems and deficiencies in governance of local governments inChina, and the factors leading to the plight of our local governance would be revealed.Finally, by the in-depth research report for Wenling, Zhejiang Province andanalyzing the rapid rise of its political and economic system, we have made out thepositive meaning of Wenling governance experience and its limitations of promotion.Then, making together a few Western countries with experience in local governance,we have come to a final conclusion of this article, that China’s local governmentrestructuring the goal which our local government will restructure, is to establish anefficient, transparent, people-oriented and limitedly liability-oriented government.
