Administrative crisis in the1980s forced the western developed countries to re-examine thefunctions of the government and reform the administrative means. National governments underthe guidance of the new public management movement draw lessons from the theories andmethods of enterprise management, and introduce a competitive mechanism within thegovernment, also implement the privatization of public service. Among them, the public serviceoutsourcing is an important way for the privatization of public service. Outsourcing public serviceto social organization is one of the important ways for the transformation of government functions.The government changed the all round contract monopolization mode of the control times, thenthrough the repositioning of the role, it outsources the production right to more empirical andefficient social organization. The practical experience of countries has shown that by outsourcingmode, the government can effectively reduce administrative costs, improve the quality of publicservice, raise administrative efficiency, and enhance the satisfaction of the public demand forpublic service.China has developed public outsourcing for many years, the effects and problems coexist.From the view of results, each region is still at the exploratory stage, they use foreign theoriesdirectly without correction, and did not form their own system. Especially in the choice of publicservice content, the problem like not through a full investigation but just make the final decisionby leaders is still exist. This paper in this context is in order to improve the scientificalness andaccuracy in decision-making of the government’s public service outsourcing, and build a publicservice outsourcing decision model.This paper take public service outsourcing decision model as the object of study, and definesthe definition of public service outsourcing, clarifies the characteristics and the main contents ofthe public service outsourcing, clarifies the outsourcing manner and the operation mode of thepublic service. This paper takes full investigation on the basis of community health serviceoutsourcing in Kunming, and indicates the specific operation procedure of the public serviceoutsourcing, and sums up the experience and effectiveness of community health services outsourcing in Kunming, and analyze the problems. It is precisely because there have been variousproblems in the outsourcing process, this paper selects the maturity of the market, the relationsbetween subjects and outsourcing risk three elements as factors of building a public serviceoutsourcing decision model, and provides details on why to select these factors, while analyzeeach factor under the sub-factors. Different combinations of the factors are among the threedifferent modules, and set low, middle, and high levels of each factor, forming a decision set of atotal of27combinations. This paper selects three representative combinations to make detailedanalysis, explain the effects and problems that the combination produced and suggestimprovements, then find the combination of decision-making and community health services inKunming to be analyzed. Finally, this paper points out the defects of the model, and proposedcountermeasures to improve the public service outsourcing from four aspects which are institutionof law, subject role and responsibilities, contract process, decision-making methods.
