The Government Portal Site Based On The Balanced Scorecard Performance Evaluation Research

Along with the development of information technology, especially the universalapplication of Internet technology, the construction of electronic government hasbecome an important factor in raising synthesis competitive power for a nation or aregion. As the platform and the channel of providing the public service, thegovernment portal represents the ability of the government in social management andservice public for the public and enterprises, the ability to adjust the economy and tosupervise and manage the market, and new achievements of electronic governmentconstruction.The appraisal of government portal is helpful for understanding its development,thus making electronic government affairs go ahead in correct direction.This thesisattempts to construct an appraisal system for the achievements of government portalbased on the Balanced Score Card.Firstly, according to the characteristic and the localization of the governmentportal, the author changes the original dimensions of BSC into the user, internalservice flow, the study and the growth, and establishes the frame of the BSC ingovernment portal.Secondly, the author uses Analytic Hierarchy Process to determine the weightsof the indices, and summarizes the overall flow of appraisal for government portalachievements, and puts forward the improvement proposals.The innovations of this thesis are:(1) Establishing the BSC model for the appraisal of government portalachievements, and selecting key indicators to construct the appraisal systembased on BSC.(2) Taking the entire flow of appraising the achievements of the governmentportal as a circulation, and a sustainable and a dynamic process, which involvesthe optimization of indicators, the supervision and management of appraisalresult. The purpose is to guarantee the unceasing renewal and optimization of appraisal system for the achievements of government portal.
