With the development of economy and acceleration of the urbanization, land became an increasingly important scarce resource. The houses on the land became the important form of the land value. The problem in Chinese current system of land acquisition become marked day by day, resulted in a vicious land acquisition problem, seriously damaged the public interest, triggered the conflict, and greatly affected the social stability. Due to the role of government is still stuck in the traditional planned economy and is not in conformity with the principle of market requirements, a series of problems happened in the process of land acquisition and resettlement, whose subject is local government. With the analysis, local governments often plays the incorrect role in land acquisition and demolition, which they become the economists who seek the differentials of interests, the implementer of imperfect laws and rules and the local economists who practice "Great Leap Forward" in pursuit of their records. Most of reasons caused about this come from various aspects such as the deficiency of laws and rules, dividing public interests and commercial interests unclearly, parts of government official’s weak quality ability, the weakness existing in the system for the evaluation of work itself and ect. This paper selects four developed countries(America, Britain, Germany and Japan) and two developing countries(India and Korea) as examples, and analyses the role that these governments paly in various land acquisition and relocation in order to be in a correct position and the role the government to regularize the behavior of their own will and illustrates the measures these governments take in order to guarantee the local people’s basic rights and interests. Finally it is suggested that the local government should play its role correctly, which the local government must improve the laws and rules of the land acquisition and relocation and guarantee the local people’s basic rights and interests and help to promote the local government’s ability and define both the land acquisition and relocation for public interests and the land acquisition and relocation commercial interests.
