At present, China is in the special period of social transformation. Various public crisis events arise at any time, and public crisis governance is becoming complex and diverse. Only relying on government has been unable to solve the crisis effectively. With the gradual1se of civil society as well as the change of all-round government to limited government, NGO can also play an important role in dealing with the crisis to effectively compensate the deficiencies of government. However, it is particularly important to establish mutual trust’s cooperative and interactive relationship between government and NGO in order to enable NGO to make full use of its effective role in the governance of public crisis. And it is also the requirement of governance and good governance theory. During Yushu earthquake in2010, the government encourages the social forces such as NGO to participate in coping with the crisis together. Both of them have carried out good cooperation in fund raising, disaster emergency rescue and post-disaster reconstruction. But there are still some problems in their cooperative process, which directly affect the effectiveness of crisis governance. Therefore, this paper proposes several suggestions on how the government cooperates with NGO in order to enhance the comprehensive ability of public crisis governance and then response to the crisis effectively.
