According to the situation of public culture service in China, the urban public service culture supply has already been developed, while the rural part happened to be a great shortage; the development level of western rural public service lay behind the eastern countryside, The rural public culture service is the important part of rural public service. With a quite successful case——"rural library" project in Public Culture service supply as the starting point, using new public management theory and new public service theory as analysis tool by virtue of the social background of New Countryside Construction in China, considering the regionalism of Guangxi Autonomous Region, and based on the spot investigation, the" rural library " is researched with a comprehensive application of questionnaire、deep interview、literature collection and inductive-deductive method。"Rural Library" project is a kind of government behavior with public nature and service character as representative characters. Combined with the development course of "rural library", this paper use the government’ function that provides public culture service as the vantage point, Analysis the achievement in the construction of "rural library" and problems of construction procedures based on the idea of total quality management of new public management and human-centered idea of new public service. On this basis, put forward relevant policy and suggestions:feasibly fulfill the function of public culture supply, strength communication between government and the public, improve its’ decision-making mechanism, perfect effective supervision mechanism and incentive mechanism for the further level of public culture supply.
