Research On The Incentive Mechanism Of Village Cadres In The New Rural Construction

China is a large agricultural nation and rural construction is one of the main bodies of China’s socialist modernization. Since the implementation of the policy of building new socialist countryside, the rural grass-roots political system, economy, society, culture is constantly undergoing profound changes. As the organizers of the new rural construction in the most basic level leaders and various rural affairs, Village cadres are to implement the party and national policy and actual implementation in the rural leader but also lead all the villagers to carry out the cutting edge of new rural construction in China. Village cadres play an important role in the cause of the new rural construction. While in the development process of villagers’autonomy in our country, owing to the lack of effective incentive initiatives of village cadres, low village cadres treatment, development no way out and poor work environment, the village cadres are absent from work, the initiative of work is not strong, cadres are corruption and the two village committees are weak and lax, which influence the new rural construction. Therefore, in the process of new socialist countryside construction, how to consolidate and stabilize the village cadres team? How to attract more rural elite to join the ranks of village cadres? How to maximize the initiative, enthusiasm and creativity of the village cadres? Through the practice observation of the Fangchenggang new rural construction, gradually improving the incentive mechanism of the Village cadres, solving the problem of the long-standing urgent need to address economic, political, pension security, and enhancing the development are the key factors of fully exploiting their potential, maximizing the mobilization of their work. Constructing the incentives of village cadres is one of the effective ways to solve the above problem. Therefore this article will be in-depth study of the incentive mechanism of the village cadres in the new rural construction so as to further highlight, bring into playing the role of village cadres in the new socialist countryside construction and promote the process of new socialist countryside other undertakings.This article draws on the management science, sociology and economics in incentive theory, research achievements on village cadres’incentive mechanism, the method of integrated using of literature study, investigation and comparative analysis, also discussing incentive theory on foreign and its implications in depth. On the basis of analyzing the role of the village cadres, this article also makes an attribution analysis on the incentive mechanism of village cadres’ current construction situation and the reason for village cadres needing to be motivated. At the same time, in order to further the new countryside construction of village cadres incentive mechanism, this article carries out the status of implementation of village cadres incentives mechanism in the new rural construction in the city of Fangchenggang for the case study, sorting out and analyzing main methods of the village cadres incentive mechanism, characteristics, effect, weaknesses and innovation strategies.
