Research On Cooperation Relations Between Governments And Other Subjects In Public Crisis Management

At present, social panic and conflicts, which caused by natural disaster and human factors, have highlighted intensively in China. Partial crisis and problems of any fields may lead to the social crisis and shock possibly. There is an objective phenomenon in developing society that public crisis incidents have happened frequently. When facing the public crisis, there are certain problems in the system of public crisis management, such as guiding ideology, strategic planing and crisis awareness build-up.The thesis focuses on how to take actions to manage public crisis by governments and media for audiences and enterprises, which are due to the application of politics, sociology and administration management. The governments and other subjects are regarded as the objects of research. Moreover, the thesis also analyzes some real crisis cases of domestic and foreign situation, such as SARS and the Wenchuan earthquake in China. The paper contains five parts for statement:Firstly, there is a introduction to analyze the importance of public crisis management and the situation of domestic and foreign researches on this aspect; secondly, a chapter states the conceptions and features of public crisis and management; thirdly, there is a part to study on the necessity of governments and other subjects in crisis management; fourthly, it indicates that there are certain problems existing in crisis management which is related to the third part; finally, in the last part of this paper, it provides the proposed solutions to the problems associated with crisis. In conclusion, according to all above, governments have responsibility and obligation to face and manage public crisis effectively because of the status themselves, at the same time, the society also plays a key role in undertaking the issues. Therefore, it is a good and effective way to solve the crisis by integrating resources of the whole society. In addition, there is a significant sense for China’s capability of public crisis management through presenting possible and thorough approach.
