Piracy crime has a long history of tremendous harm to society. With the combination of economic development, trade and prosperity, the modern pirates crime and maritime terrorism and other new combination of performance different from the past, many new features and new problems. They have not only inherited the ancient tradition of the pirates, and even make use of the weapons of modern science and technology face-life, in collusion with international crime syndicates and terrorist organizations, has become a powerful forces of the maritime would until the world’s terrorist activities. However, the1982United Nations Convention on the Law of the Sea on the provisions of the crime of piracy deficiencies and a lot of lack of domestic criminal legislation in the national crime of piracy led the international community recognition of the crime of piracy that differences exit.Therefore, to meet the reality of the need to combat the crime of piracy, to improve the efficiency of punishing the crime of piracy, strengthen and improve the legislative requirements of the crime of piracy, characteristics of the crime of piracy, prevention and effective legislation to combat the crime of piracy are very important. To combat the crime of piracy, international cooperation between regional countries and many countries, especially the local government can not be timely and sustained combat at sea outlaws, no country wants to protect its overseas citizens’personal security. In fact, the "international piracy" cannot argue eliminated, because the new world in the event of the new changes, new arguments also continue to participate. Since the country can become the main body of international terrorism and the crime of piracy is a crime of international terrorism, and should certainly be the reason for these serious forms of crime, to crack down on. The straits, its most important user, it has played a much more incomparable role. Any damage to this checkpoint can cause serious economical and security consequence.So as to discuss the topic, this article is divided into three sections. In the first part, a research on the piracy’s historical background and current situation in crime, as well as describes the definition of piracy. The second part, is divided into two sections, Section I:the principle of international cooperation, the need to punish pirates; Section II:describes the cooperation of the international community to the pirates and piracy. The third part, is divided into three. Section I of the piracy problem faced by Myanmar; Section II discusses the international crime of piracy, Myanmar domestic legislation analysis; Section III why piracy is not the eradication of pirates and other land-based crime is not to say cannot be avoided, can to some extent, to avoid the analysis and vision.
