As the development of the global economy and the politics, the demand to the administrative organ is higher and higher than before, it is an important issues that how to enhance the competitiveness of the city, improve the performance in the performance evaluation of the administrative organs, make the administrative organs have a better play in the economic construction and social development in performance reform recent years. Shandong province,as a big province, the development of economic has achieved great success. In recent years, shandong province make the Performance evaluation indicator system based on target management and then requests various cities actively implementing. So, Zibo also proceed the performance evaluation of the administrative organs based on object management, actively explored in the inspection process, discovered the problem and then put forward measures to solve the problem effectively. The thesis,based on the target management, used the key performance index evaluation method, set up the index system of Zibo city, and then discussed the performance evaluation of administrative organ, and analysed and solved the relating problems for administrative organs eventually.This thesis study was worked into the following three aspects:The stage of literature research. In this thesis,the thesis accessed a large number of documentaries of the correlative monographs and literature about the performance evaluation and target management and administrative organs at home and abroad with a purpose, and then established the research direction and research ideas, learned how to use the principle of efficacy coefficient method, and made a basic work for the data processing.The construction of the indicator system and data processing. First the thesis analysed the content of the performance evaluation indicator system of shandong province, researched every city’s performance evaluation indexes, and then built the performance evaluation indicator system of the thesis according to the practice of zibo city performance assessment in recent years.Last,reached the conclusion of index system by collecting,sorting, statisticing and inducing the data of the2009,2010and2011three years’zibo statistics yearbook.Conclusion.The thesis found out the achievements and the shortcomings through the evaluation of performance appraisal situation to Zibo city, and finally achieved the purpose of raising question,analysing question and solving the question according to its existence deficiency putting forward some countermeasures and proposals.
