Poor family, affected by family economic condition, devotes insufficiently to children survival anddevelopment, so it seriously hinders the children from accumulation of human capital, such asknowledge, wisdom, healthy and so on. Because of the shortage on human capital, the children lackadequate competence for social competition in future, and make them poor again, ever make their poorfamilies into" the vicious spiral of intergenerational transmission of poverty".In order to break the transmission of poverty phenomenon, this study tries to draw the concept andmethod from international anti-poverty measures “conditional cash transfers”, basing on combing thecurrent rural poverty family assistance policies and child welfare policies, analysis of Theimplementation effect and loss, and combing with the rural poor family children demand, to build ourcountry rural impoverished family children’s aid policy improvement plan.This study uses qualitative research methods, taking Tianzhu county, Gansu province, as anexample, using semi-structured interviews for the9leaders from the province, county, township, ruraladministrative departments, and9poor families. Study finds that, firstly, the rural minimum livingsecurity is the main force of rural poverty family relief. But it emphasizes the basic material life rescue,and it is only the government’s unilateral action, ignoring the poor family’s subjectivity and participation.Secondly, the goal of rural minimum living security is to solve impoverished family basic livingproblems. But it ignores the "specialization" of poor family children. Thirdly, the current child welfarepolicies pay more attention at the stage of compulsory education assistance. Fourthly, children’s demandin impoverished family is reflected in four aspects: single structure of the food consumption; womenand children of poor families are at a disadvantage in the use of childhood immunization, maternalhealthy and other preventive health services; the children of poor families may still facing somedifficulties after completed9years of compulsory education, such as senior economic pressure; childrenfrom poor families are more likely to suffer malnutrition.In view of policy flaws in rural poverty relief system and child welfare policy, this research drawslessons from the idea and method of international "conditional cash transfers" project, try to put forwardto establish the rural poor families children conditional cash transfers programs in our country. Theresearcher hopes that through the implementation of this project, firstly, integrating the supervision andcoordination function of National Working Committee on Children and Women under the State Councilfor children’s rights and interests protection, the social assistance policy formulation andimplementation function of civil affairs system, the maintenance and service of women’s rights andinterests function of women’s federation system, to set up efficient, complete poverty relief system andmanagement system for the children. On the other hand, by improving the poor child nutrition andeducation status, alleviating child poverty, improving the ability of children, and to break the cycle ofthe intergenerational transmission of poverty, promoting social equity and development.
