"Rotterdam Rules" as an unprecedented comprehensive international convention, the breadth and depth of its content is unmatched in the existing relevant conventions. Once the Convention enters into force and was accepted by the major shipping and freight States, no doubt that the degree of uniformity of law will be far more than any existing international convention on maritime carriage of goods. Maritime performing party system as a unique and innovative concept in the "Rotterdam Rules", is of great significance to clarify the complex share of responsibility for the "door to door" international carriage of goods and to determine the responsibility of the participant who fulfill the obligations of the carrier and also to resolve China’s port operators" awkward position. In this paper, the system of four chapters discusses the background, the concept and responsibility of the maritime performing party, as well as comparison with the related concepts, combined with China’s practice, suggests several strategies to draw the maritime performing party system in our country. To introduce the reasonable composition of "Rotterdam Rules" into China’s Maritime Code", is undoubtedly of great significance to the sound development of Maritime transport system and to promote the development of China’s foreign trade.
