After the end of the Cold War, The world entered into a new period of development. During this period, globalization is a significant characteristic. It promoted technologies of the transportation, improving the efficiency of the cross-border transport; it expanded the use of the network,deepening the links between the countries. At the same time, companying with the globalization,a lot of increasingly complex issues of globalization came out. Dealing with the sharp issues of globalization, the sovereign states, who play the key role in the international community, also show a certain degree of failure or powerless in their administrative efficiency. Under this background, the INGOs with their characteristics of civil and voluntary, appeared on the international social scene and made great progress in quantity and the ability to participate in the international affairs. According to the bigger abilities on participating in the international affairs, the affection of the INGOs will be stronger.But the real value and the objectives claimed by the INGOs are to be thoroughly achieved, still facing many obstacles, such as the restrictions from external factors and internal factors. Because of the lack of the the international subjects "status, the the INGOs "nomal fuctions are greatly affected when participate in the international affairs; the interference from the sovereign state to the INGOs’on the project activities, making it difficult to carry out and badly affecting their efficiency; the defects in INGOs’independence.representative and the democracy also have a bad affect on their sustainable development.In order to improve the INGOs situation and to explore a better way of development for the INGOs, the author intends to describe INGOs’ concepts,characteristics, their status, and the advantages of practice in advance. In the final chapter, the author will analyze causes of the obstacles, then, according to the fact, recommendations are made to seek the ultimate forward-looking approach to help solve the problem.
