A Study On Village Cadres’ Contingent Building Of The Underdeveloped Area On The Background Of New Rural Construction

The historical status and roles of the village cadres shows the necessity of the research on village cadres’contingent building. Village cadres, as the direct motivators, organizers and practitioner, play a determinative role in the construction of new villages. Because the new rural construction in the underdeveloped areas not only lacks the support of solid material foundation and excellent humanistic environment, but also has no experience and fixed model to learn. It is a difficult mission of constructing new rural construction and harmonious society in the underdeveloped area. So the study of the enhancing China’s village cadres’contingent building is necessary for theoretical and practical significance.On the background of new rural construction, the function of the village cadres has transformed with exempting agricultural tax. The focus and attention of the village cadres gradually transfers to the internal affairs of the village. That is, their functions shift from administrative functions to service functions. The present research, from the viewpoint of functional characteristics of the village cadres and the requirements of the new rural construction, put forward several proposals to village cadres. Meanwhile, the present research, based on the situation o the village cadres in the underground area, analyzes why the village cadres face so many predicaments in the process of building new rural construction and gives relevant measures.There are six chapters of this thesis. Chapter one is the section as the introduction of the thesis to explain the background, significance, relevant concepts and the present studies situation of china and abroad. The chapter two contains the background and connotation of the policy of the new rural construction, and positioning of the functions of village cadres in the new situation. The third chapter, based on the analysis of new requirements for the village cadres under the new rural construction and the situation of the village cadres in the underdeveloped area, indicates that the group of village cadres can not meet the needs of progress in all-round areas of new rural construction. The fourth part analyzes the predicaments which the village cadres face during the process of building new rural construction from both sides of working mechanism and inhibiting factors which influence the village cadres exert their functions. The last chapter makes some suggestions for the village cadres’work in the underdeveloped area from Three Perspectives of institutional environment, working mechanism and management mechanism.
