The supermarket has become an important part of people’s lives. We trust the supermarket can provide the full range of goods with fair price. In the real word, however, some large international chain supermarkets, such as Carrefour, Wal-Mart had been broken the scandal of price-gouging frequently. One reason is some operators in order to pursue high profits. More important, consumers lack self-protection awareness, trusting the well-known enterprises blindly. The supermarkets have dominated the retail, whose price-gouging not only harmed consumers’interests, but also destroyed the order of the market economy. So we must improve the laws and regulate this behavior. We find that the consumers in XI’AN know a little about price-gouging, but few people know about pricing law by investigation. The consumers who have been surveyed scarcity of rights awareness. On the basis of the investigation we can analyze the reasons for price-gouging, and then we give some advices, for example, strengthening the rules and consumer groups’ protection awareness to solve this problem.The paper is divided into four parts. The first part is introduction, including the intention and significance. Part two, analyzing the result of survey. Part three explains the reasons for price-gouging. The last part is countermeasures. We can regulate price-gouging by improving laws, strengthening administrative enforcement of law, and enhancing the retail self-regulation. At the same time, we need to raise the awareness of consumer rights protection.
