Our Country Villages And Towns Autonomy To Study

The three-rural-issues is always the hot issue in China, the township government as the grass-roots government is the most directly contact with it.So, the reform of the township government with the "Three Rural Issues" has been concerned.The academia is studying the reform of township government from the angle that whether it is necessary to exist. The views mainly include three versions:keeping the township government, changing into dispatched offices and giving the township government autonomy.The author mainly researches the autonomy of the township government, first, clarifying various views about the reform of the township government, this is in order to innovation based on absorbing the previous studies on the township government in China, expounds the democratic theory, local autonomy, governance and good governance theory as well as civil society theory, with those theories as theoretical support of the analysis of these articles; then analysis the historical evolution of Chinese town, finds regularity in the historical development of the township government, draws lessons from the history so as to provide theoretical support for the reform.Finally, I put forward my point that the direction of the township government reform will be toward the township autonomy direction that is township reform tend the township autonomy.The main content are:(1) the advancement of rural democratic political construction, especially the implementation of villagers’ autonomy trains farmers’capacity for self-government and democracy.(2) The development of the market economy cultivates farmers’ civic spirit and autonomous ability, and lays economic foundation for the township autonomy.(3) Rising of civil society in rural areas develops farmers’civic awareness; the development of folk organizations provides social-organized foundation for the township autonomy.(4) Inheritance and development of autonomy culture in rural areas, and vigorously developing the culture education career after the founding of New China, which promotes the formation of farmers’ spirit in civic autonomy and democracy, providing dynamic support and cultivating the autonomous personnel for the township autonomy. So the reform of the township will be toward the direction of the township autonomy.
