With the further development of China’s economic, social phenomenon not uncommon in the planned economy to a market economy, civil servants administrative awareness and administrative misconduct, the establishment of the Administrative Ethics in governance and administrative ethics problems to be solved. China’s building of a modern administrative ethics research is still in a backward state, the theoretical and practical development of administrative ethics late and serious lag, administrative ethics research in China is still in the initial stages. Therefore, select the construction of administrative ethics early and productive United States through a comparative analysis, combining the practice of the useful experience of the United States and China have important theoretical and practical significance in promoting the construction of administrative ethics in China.In addition to briefly discusses the background of this writing, and previous studies, this paper first discusses the relevant concept of administrative ethics, and then analyze the problems of the construction of administrative ethics in China. These problems are mainly:the theory of administrative ethics, education, legislation and oversight are not in place. How to promote the construction of administrative ethics in China, you need to learn from the advanced experience of foreign countries, as I used to promote the development of China’s administrative ethics.In the third section on the status of administrative ethics in China and the United States, and explained from the historical origins, values and cultural similarities and differences between China and the United States of administrative ethics, and fundamental analysis of the causes of the differences of the Sino-US administrative ethics. Specifically, a Sino-US administrative and ethical differences mainly due to the understanding of roles, the result of political systems, historical and cultural differences.The previous comparative analysis, this paper summarizes the experience of the United States of Administrative Ethics. Generally speaking, the U.S. experience in the construction of administrative ethics:first, the administrative staff by the laws and institutions to regulate the behavior of government officials and employees to strengthen the culture of public administration personnel administrative ethics training and moral sense of autonomy; government building, strengthen self-discipline, improve the administrative structure and system, and promote their own ethical construction, the establishment of reasonable and innovative organizational systems and procedures, the establishment of the administrative staff incentive mechanism; Third, the social environment to build, from the political environment, media monitoring and social public oversight to ensure the perfection of Administrative Ethics. These experiences we learn this at the end of this article, combined with the experience of the United States and China’s practice and proposed countermeasures to promote the construction of administrative ethics in China.
