The Country's Civil Servant Incentive Mechanism Research

Incentive mechanism is an important content of the construction of civil servants. The township government is the most grass-roots government organization, besides, the township civil servant provides direct services to the grassroots and the masses. An effective incentive mechanism is an important guarantee to improve the enthusiasm of the township government civil servants and improve administrative efficiency. Therefore, the research of the incentive mechanism of township civil servants has the important significance in both theoretical and practical.This paper, based on the reality, uses several research ways such as literature research, questionnaire survey and others, and studies the current township civil service incentive mechanism. On the basis of relevant academic researches, this paper analyzes and sorts out the basic content of the incentive mechanism of China’s township civil servant, through the investigation, analyzes the problems of the current incentive mechanism, and then uses the management-related theory to analyze the causes and its countermeasures. This article chooses Feicheng City in Shandong province as the research field to carry out questionnaire investigation. The study finds that system of appraisal, compensation, training, promotion are the main factors which affect the working enthusiasm of civil servants and the optimization of systems mentioned above is the key to building an effective incentive mechanism. This paper then analyzes the reasons theoretically and draws on the experience of Western countries; this article put forward several suggestions to improve the incentive mechanism of China’s township civil servant, such as optimizing the social environment, improving the incentive system of township civil servant, using various incentives comprehensively and so on.
