A Study On Urban Land Adminstration Performance Evaluation

Urban land is the material foundation of urban social and economic development. With the rapid development of social and economic, China’s urbanization process is accelerating, the effective demand for urban land is increasing, while china’basic national condition of land resources are extremely scare. In this condition, to improve the efficiency of urban land use, and to cherish every inch of land have already become the primary task of the urban land management. Therefore, to establish a complete scientific urban land administration performance evaluation system to evaluate the urban land administration management performance, has important practical significance to improve the efficiency of urban land managementIn this paper, the theory of government performance management, sustainable use of urban land theory and other connected theories are the basis. Using the compound from the land administration department function management, land administration department internal management and land benefit to build a comprehensive performance evaluation index system of urban land administration. The indicator system consists of land-use planning management, land reserving management, land supply management, human resource management and etc, all under the10sub-criteria of32indicators. Then, using the target method and extreme value method to established the standard value of the index, and using AHP method designing questionnaire to determine the weight of the performance evaluation index system. And using the multi-factor weighted method to get the comprehensive performance score. Then the paper makes an empirical analysis of Wuhan City and obtains the urban land administration comprehensive performance results of Wuhan City from2006to2010and also the results of the central districts of Wuhan City in2010.At last, the performance evaluation results are analyzed and put forward suggestions for improvement.
