As our socialist economic model expands and our democratic political system develops, the regional governmental styles formed under our planned economy has shown numerous flaws. For example, the excess of regional government categories, reduction of efficiency, higher costs of administration, restrictions of economic developement at the county level, and so on are all serious barriers to developement of our society.This article based the conclusion from the study of the domestic multi-level structure, start with the history changing of administrative System in China, through the compare of domestic situation, point out the laciness of our4-level government structure; secondly, Our nation’s regional government organization has numerous flaws. What follows will be three suggestions for the organization of our regional governments; finally, borrowing from the experiences of Western nations, such as the United States, France, and Japan and combining them with our own experiences,based on the experience conclude with certain recently state and point out the target and method that we will forward, that means repeal the policy of county, add the province administrative unit, repeal the small villages and towns, push the policy of province control of the county directly.
