Research On Thought Of CPC’s Governing For The People In The New Period

The convening of the Third Plenary Session of the Eleventh CentralCommittee of the Party indicates that China has entered a new historical period ofreform and opening up and modernization. Under the guidance of the correctideological line, the Communist Party of China (CPC) has created a new situation ofgoverning for the people and opened up a new realm of the theory, which enrichesand develops the theory of socialism with Chinese characteristics theoretically andpractically. It can be said that the development of governing for the people isaccompanied by the improvement of the construction of the CCP, and with thedevelopment of the theory of construction, the ideology of governing for the people isenriched. Therefore, research the ideology of governing for the people in the newperiod is helpful to clarify the historical track of the innovation of this ideology, andunderstand the Marxism’s creative ability of advancing with the times in China; ishelpful to orientate the historic position of this ideology scientifically and promote thehistorical process of Marxism in China; is helpful to get an overall understanding ofthe essence of this ideology and highlight the unique charm of it; is helpful toperspective the lessons learned from the development of this ideology in the new erarationally and deepen the understanding of the development law of governing for thepeople, so as to provide an ideological guide for the development of governing for thepeople for the new century in the new stage.This paper starting from the formation and development of CPC’s ideology ofgoverning for the people, seeks the basic content and value and inspiration of itcomprehensively. Besides, it overviews the basic framework and main ideas of this article, and describes the mainresearch methods and innovation embodied in this paper.The First part is the formation and development of CPC’s ideology of governingfor the people in the new era. This part starts from the ideology’s formation anddevelopment, providing the necessary theoretical preparation and foundation for theperspective of this ideology. This paper argues that the nature, purpose and status ofCPC are the subjective conditions to generate this ideology, and the development andchange of the international situation, the correct summary of the ruling experience,and the objective need of Chinese modernization are the realistic reasons. Besides, this article reveals thedevelopment direction, approach and principle problems of this ideology from themicroscopic assurance and macro examination, which are restrict each other,promoting the development of the theory of governing for the people jointly.The third part is the important value and enlightenment of CPC’s ideology ofgoverning for the people in the new era. This part is the objective analysis andevaluation of this ideology, which is the essence of the full text and is also thedestination of the paper. This article mainly analyzes the major effect and significanceof the ideology from its value and enlightenment. Its important value lies in theinheritance and development of the theory of Marx’s theory of instruction and willcontinue to guide the development of CPC’s ruling for the people. In addition, thispaper explains three most important enlightenments: the first is always adhere to the Party’s ideological line, advancing the theoretical and practical innovation of it; thesecond is improve the Party’s governing system, and continuously strengthen theideology’s security system; the third is improve the Party’s leadership and the rulingstyle, and constantly improve the level of governing for the people. Analyzing theenlightenment of this ideology is not only to sum up experience lesson, but also todeepen the knowledge of the development law of this ideology, in order to guide thefuture development of governing for the people.This paper draw lessons from the academic research results, and combines themain idea and content of the article, taking Marx theory as the guide, and using themethods such as literature, comparative study, the unity of history and theoreticallogic. Its main innovations are as follows. The first one is that this paper, throughinvestigating the development of governing for the people from the30years of reformand opening up, not only has a longitudinal overall to the ideology, but also focus onthe personality analysis of it in each historical stage, which reflects the ensue on timeand coexistence on space and analyzes the ideology from much deeper perspective.The second innovation is that it reflects the organic combination of theory andpractice. Theory is the production of practice, this paper has put emphasis on the ideaof governing for the people, but the ideology is the experiences summary of thepractice in this stage. Therefore, in the course of writing, the practice content of rulingfor the people maps the theory development in that period; this is the second brightspot. The third innovation is the three important enlightenments discussed in thispaper, which are “more firmly the thought route of the Party, improve the Party’sgoverning system, and improve the Party’s leadership and the ruling style”, which is adeeper perspective of the enlightenment of governing for the people, so as to exploremore methods to perfect the practice of this ideology.
