The building and perfection of the county-based public service system is the basis forachieving the equalization of basic public services, and is related to the majority of grass-rootspeople’s fundamental interests. Along with the social and economic development in the countyregion and the deepening of the process of urbanization, the demands for public service amonggrass-roots people have become increasingly strong, which have put forward new requirementsfor the supply of county-based public services. County occupies a basic and crucial position inthe division of the local administrative region. The building and perfection of the county-basedpublic service system is essential for implementing the scientific outlook on development,coordinating urban and rural development and promoting social harmony.County-based public services are mainly involved in the public security and housingsecurity services, health care and pension insurance services, public education and publicemployment services, public culture and environmental protection and so on. Since the reformand opening, especially the past few years, the county-based public service in China hasincreased its quantities and varieties, and improved the level of public services’ supply as well asits regulations’ system. But it also has weaknesses, which include a poor sense of public service,an ineffective supervision of the public service, a shortage of financial support for public serviceand an imperfect supply mechanism of public service. To further improve the county-basedpublic service system, we must foster a strong sense of public service, provide a stable materialsecurity for public service, improve the county government’s public service capacity and perfectthe supply mechanism of the county-based public service system.
