The Study On Public Administrative End Conflict Of Contemporary China

The management of public administrative end conflict is the important aspect of social management in China’s current government and it affects the entire social stability and harmony. Correctly understanding and dealing with public administrative end conflict, with regard to constructing a harmonious relationship between public servant and citizen, the reduction of social friction and turbulence, and maintaining social harmony, is of important theoretical and practical significance. The existing explanation about the conflict has important significance to studying public administrative end conflict. But it is not enough in pertinence and concreteness, so we need to research according to the actual problems in the current administrative management in our country.This article,which is in view of the contradictions and problems in the process of administrative activities, and based on the both sides of the public administrative end conflict including the subject of public power and the subject of civic right, studies the public administrative end conflict based on the Conflict Theory, and analyzes the mechanism of the conflict. At the same time, analyze the relationship between both subjects of the public administration using the Principal-Agent Theory and explain the probability of joint action in both sides, based on the Governance Theory. With clarifying existing research products, this paper discusses the problems’ forms, causes and adjustment paths about public administrative end conflict at present. The main contents are listed as follow:The first, explain the relevant concepts and depended theories about public administrative end conflict. The public administrative conflict has static and dynamic double attributes. The paper takes dynamic administrative end activities as the study object and considers that it is the last part of the administration, which should include the subject of public power, the subject of civic right and the end result of the administrative activities. The paper also uses the Conflict Theory, the Principal-Agent Theory and the Governance Theory to analyze the relationship between both sides. The second, summarize the forms and causes about public administrative end conflict. Starting from the destructive effect, it is mainly manifested conflict forms-----bickering, boxing measures, litigation and large-scale group incidents. Explain three influence factors of conflict that include formation conditions (the environmental factors, the institutional factors, and social organization factors), both subjects of the administrative end conflict. And make a theoretical analysis and thinking.The last, put forward the adjustment paths about the public administrative end conflict. Perfect the subject of public power from responsibility control and organization construction; Seek construction ways of the subject of civic right from its formation and growth factors; Seize the opportunity to improve the information public mechanism, the interest integration mechanism, the conflict’ warning and coping mechanism. Strengthen the system construction to implement cooperative management of both sides. These are the whole adjustment paths about the public administrative end conflict.In a word, the research of the public administrative end conflict is a systematic engineering.
