So with the city for the unit, studying the local government efficiency during the management of grain circulation possesses important significance in ensuring local grain safe supply and national grain security. Jinan, the capital of Shandong Province, as the provincial centre of politics, economy, culture, science and technology and finance, is a grain consumer city for her more than6000,000resident population. Researching the practice and decision in grain circulation management of Jinan has representativeness and instructiveness. Especially in recent years by grain circulation structural reform, completing and improving the grain guarantee system, developing and strengthening grain industrial strength, Jinan effectively guarantees the grain and oil market order, and achieves a good result in guaranteeing supply and stable price, and gets wide approve in grain industry. Researching the useful experience has important realistic significance in conducting grain circulation management of other local governments.The paper is brief discuss about practice and theories in grain management of international governments and scholars, on this basis, selective analyses the reform of government grain policy since the founding, consequently we get the theory that the establishment of China grain policy is within the state macro control protection, in direction of market reform and starting from the benefit of farmers. This paper taking Jinan as the research object, represents in details about the successful practice in performing grain circulation management and guaranteeing regain grain safety, in this way the paper will show useful inspirations and experiences to other cities in performing grain circulation management. Jinan grain management gets some success, but there are still some universal difficulty and problems, including imperfection in law enforcement system, immature development of market, and so on. Combining these problems, this paper gives suggestions on promoting grain circulation, perfecting supervision system, strengthening grain control and improving daily supervision, aim to providing useful reference to other local governments in guaranteeing grain safety and stabilizing grain market order.Three methods--document method, research method and comparison method are mainly used in the study. By looking up documents, general situation on supervision of grain circulation is known. The aim for research is to learn the status of supervision of grain circulation. By comparison, some advanced experience can be got and some problems are clear to see. So it’s easy to come up with the suggestions for improvement.The paper is consisted of five parts. The first part, introduction part, presents the issue, and states the reasons for the study, the significance of the study and methods used in the study. In the second part, we give China’s grain circulation policy history, which include the history of grain circulation policy and the enlightenment it give us. Part III is mainly to study the main measure and progress of grain circulation supervision, which includes the status of grain production in Jinan, measure of grain circulation supervision, as well as achievement of grain circulation supervision. In the fourth part, we mainly to find the problem of the supervision of grain circulation, which includes imperfect of administration law enforcement system, deficiency of legal policy, no standard individual operators, deficiency of grain market system and lower cooperation level of each link in grain supply chain. In the fifth part, we mainly put forward the optimized strategy to improve the supervision of grain circulation in Jinan. The ending words made a conclusion and put forward the future research.
