Administrative culture is combined with the administrative spirit, ideas andbeliefs, value concepts, moral standards and administrative psychology of theadministrators, which are coming from the economic, political and culturalenvironment. Administrative culture is the soul of administrative management and theprofound forces behind the social environment. It affects the way of thinking and allkinds of behavior model of people especially the administrators. It affects theknowledge skills, professional ability, concept, value orientation, life style, workdiscipline and responsibility of administrators in every way. It directly or indirectlyaffects the administrative activitys, and then it decides the quality of theadministration.Today, the society is in progress and development. And the political civilizationand administrative development is always put new requirements to publicadministration. There is no doubt that, to the increasingly difficult and complex publicadministrative activities, public administrative culture is a crucial factor influencingits achievement. At the same time, as a new research field, the experts, scholars andthe governments put their hope on the public administration culture. They hope thatthey can find out the new ideas of administrative management which are suitable forthe country through the comparative study of the administrative culture. And then thebest administrative mode can be created. As the countrys which have the long historyand cultural traditions in the east and the west, China and France get more and moreattentions of the world. GU Hong-ming as a scholar in "The Spirit of Chinese people"said:"It seems that only the French can understand China and Chinese civilization,because the French have such a special spirit character as Chinese." China and Francehave some similarities in geographical environment, the political form, economicdevelopment, cultural characteristics, the national character, foreign policy,international status, historical evolution and so on. The higher the similar degree ofthe national conditions in different countries, the more they can learn from each other.This article takes the public administrative culture as the research object. Itmainly uses comparative method and conducts a study around the material, systemand spiritual culture.Through the administrative culture comparison of French andChinese, we can objectively view on the quality factors of China. We can borrowideas from France, putting the legal system as the core. It is that the modernadministrative culture should follow the supremacy of law and laws restricting power.We should enhance the supervision of citizens and speed up the construction of ServesGovernment. And the same time, we also should continuously improve theadministrative culture and make its have the features of scientific, advanced andnational character.Administrative culture in french has feature of normative,systematic andmature,but lack of Chinese Confucianism spirit.As a developed country,Frenchshould learn the spirit of the Confucianism administrative.Firstly,learn the theory ofgood nature in Chinese Confucianism.It requires the main body of administrativepeople strengthen the moral training and self-improvement unceasingly, realize"autonomous". This kind of" autonomous" is a conscious, active, initiative activity,alsoit can play a important part in man’s subjective initiative.IT can play a positive role.inthe construction of high-quality civil servants.Secondly, French need to be culturallyconscious, striving for harmony but not sameness.This concept means to keep thediversity under the prerequisite of the realization of reunification, which as positiveeffects on international questions and national contradictions.
