On this basis, the author carried out to understand the contradictions of analysis, and summed up is the socialization of social welfare and development of old-age pension system for corporate survival in the environment, lack of funds is the real dilemma faced by pension institutions,"filial piety" cultural tradition of the cultural factors that affect the institutional caring.In this regard, the author suggest to strengthen the government functions, and build a multi-level old-age care institution service system, and enhance the socialization and profession construction of social workers, and the institution should pay attention to the spirit of the elderly, which to meet the different economic affordability and the different health needs of the elderly.
