In the new21st century, with the continuous development of economic globalization and rapid progress in science and technology, the competition on the overall national strength, which is based on size of economy and leaded by science and technology, is growing more intense. Human resource has become the most important strategic and the management of human resource the most important strategic management system. It’s an inevitable choice for all governments to optimize the management of civil servants, improve the ability of public management, enhance national competitive edge, increase government’s ability to respond and satisfy the public with higher efficiency.Located in the center part of Hunan province, Yiyang faced with the problems in terms of a comparatively large proportion of traditional agriculture, low industrialization level, weak economic foundation, and the outdated management of civil servants. Though since the reform and opening up, progress has been made in the System Construction and the institutional construction of civil servants management system under the influence of the reform of the national system for cadre management, and development also has been made in the exam, training and moral education for the civil servants, the civil servant management level of yiyang is now at a very low level for some historical, economic, cultural and institutional reasons, which could not adapt to the development of market economy and meet the need of the competition both at home and broad. Therefore, it’s of great significance for the economic development of yiyang to find an advanced, scientific and pragmatic civil servants management system.This essay analyzed the background and meaning of this subject, the current research progress at home and broad; it studied the relevant theories of civil management, and made a number of investigations in this regard, analyzing the situation of the civil servants in yiyang so as to get the conclusion about the major problems and the rootcauses in the civil management of yiyang. Problems we found are as follows: First,the overall quality of the civil servants are to improved, so as to adapt to the need of a service-oriented government. Second, the lack of service awareness and a convenient circulation channel. Causes of these problems we dissected are as follows: first, the impact from the traditional personnel management system. Second, the unscientific position classification system; Third, Performance evaluation mechanism is not perfect. Fourth, Incentive mechanisms are inadequate Fifth, the training system is irrational. According to these problems and their causes, we put forward our measures to tackle them. First improve and reinforce the understanding of the governmental personnel management department. Second, better and reform the position classification system of the different departments. Third establish an effective performance appraisal system. Fourth, formulate scientific and rational incentive mechanism. Fifth, reform the training system for the personnel resource.
