The Research Of The Communist Party Of China’s Construction Of Rural Basic Inner-Party Democracy Since The16th Party Congress

The construction of inner-party democracy is an important part of Party building theory and practice, Communist Party of China has always paid attention to the construction of the inner-party democracy. The report of the16th Chinese National Congress has even put the inner-party democracy at the height of the life of the party. The construction of the rural basic inner-party democracy is the basis of the whole party democracy-building. Actively promoting the construction of the rural basic inner-party democracy and maintaining rural stability is important to improve the Chinese Communist Party’s ability, to broaden the Chinese Party’s ruling legitimacy basis and to promote the development of democratic politics in China.The theoretical basis for the Communist Party of China’s construction of rural basic inner-party democracy is the inner-party democracy thought of classic Marxist writers, Mao Zedong and Jiang Zemin. Focusing on the new situation and new problems which are under the new historical conditions, it has formed the new theoretical results, such as inner-party democracy is the Party’s life, with inner-party democracy to bring along people’s democracy, the inner-party democracy construction ensures the scientific level of the Party building. Meanwhile a lot of the achievements of the construction of the rural basic inner-party democracy appear, for example, the magnified opening of the Party affairs, the perfect permanent system of the party congress, and the innovative election system of inner-party. During the process of the investigation in GuangXi, we found the restrictive factors of the construction of rural basic inner-party democracy which are the party members in the countryside, rural primary Party organization and the rural economy development level. In order to deal with these problems, we must enhance the economic and political construction ability of the rural primary Party organization, perfect the mechanism and system, strengthen education and management of the party members in the countryside, improve the democratic accomplishment of the rural party members, probe the new modes of the rural basic inner-party democracy practice, and finally we can realize the positive interaction between the rural basic inner-party democracy and the rural basic people’s democracy.
