Since the implementation of the law and reform of the Rural LandContract Law and the land contract system, rural land transfer issues areincreasingly prominent. In recent years, with the continuous deepeningof China’s reform and opening up and maturing of the market economy, therural land use right transfer laid very prominently in the forefront ofthe development of society. The land transfer is a huge project, whichaffects a wide range of society, both related to healthy and sustainabledevelopment of rural economy, and also related to the vital interests offarmers and rural social harmony and stability, and ultimately will affectthe overall process of the new rural construction and scientificdevelopment of the national economy, so the flow of rural land use rightis a top priority in today’s party and the state tasks.This paper first describes the transfer of land use rights of thedomestic situation and the scientific definition of the connotation ofthe land use right transfer. Based on the type of arable land distribution,land transfer, the different stakeholders of farmland intention totransfer, the per capita income of the farmers in Rizhao City, Tao Luotown, the thesis analyzes the background and the necessity of theestablishment of rural factor markets. It also pointed out that the lowefficiency of the utilization of land, rural economic structuraladjustment, the agricultural labor optimization and reorganization of resources all require land use rights transfer. According to the ruralland use data and detailed research report, the thesis analyzes thedefects of the rural land use right transfer process. The model, whichis established based on the laws and regulations, considering thefundamental interests of the farmers, discusses the rural land use rightstransfer system and policies of implementation in details. Forconvenience, this article focuses only on rural land use right transfer,and other types of land use rights are not part of the investigation.
