The in-depth development of economic globalization and financial liberalizationstrengthens the flow of hot money for the purpose of hedging, arbitrage and speculation.The virtual international hot money and high leverage is a serious threat to the economicsecurity of the sovereign states, with great risk and macroeconomic destruction.Researching on the legal regulation of international hot money, the U.S. financialregulatory system is more perfect for the norms of international hot money, especiallyafter the financial crisis; with developing countries, Chile also unique in the control of hotmoney flows. In contrast, China is relatively weak.After the financial crisis, the global economic downturn and China’s rapid economicdevelopment presents a sharp contrast.International hot money continues to flow intoChina as the representative of emerging economies in order to increase the value ofinternational hot money.The large-scale hot money means more security threats. Chinashould improve the existing legal regulation of international hot money to minimize thepossible adverse impact of international hot money speculation.The first part is about the definition of hot money. A comprehensive analysis of themain body of international hot money, features, advantages and disadvantages of the worldeconomy and the national economy. On this basis, the second part of a comprehensivestudy of the supervision of international hot money in the world and focus on Analysis ofa highly representative of the legal regulation of international hot money in the UnitedStates and Chile. The third part is about the international legal regulation of internationalhot money, the system visits and in-depth analysis of international hot money, thenecessity of international legal regulation on the basis of a particular emphasis on the IMF,the Basel Commission and the International Organization of Securities Commissionregulatory practice. The fourth part focuses on the status of international hot money inChina, pointing out the current problems and putting forward legal advices on improvingand building China’s regulation of hot money.
