The world comes to a unity as the economic globalization goinginto depth and computer technology’s rapid development. Countriesshare more and more common benefits that many times a country’sdomestic problems are not belong to its own. What happened in acountry is likely to be known by the world in several seconds becauseof the internet. International public opinions not only made greateffects to the process of international politics, but also to a country’sdomestic politics, economy and social areas and so on. As Chinabecomes more and more powerful,"China Threat" is still popular inwestern society. What’s worse, western media is still seeking everyopportunity to distort China. Natural disasters hit for these years,while China’s economic development is being transferred, the societyhas much more its own contradictory, such as emerging of the crisisevent, disasters, public hygiene, and social safety. As soon as theunexpected incident happens, the world would focus on it, if theChinese government settled it proper, the image of our nation andgovernment will be trusted, vice versa, even be distorted, eventerrible for the image that long time established. It will make China inthe disadvantages of the international public opinion. Publicdiplomacy takes the mass public as communicative bridge tocommunicate and spread the truth, so as to clear misunderstandings,influence and lead the public opinion. Thus, it is quite necessary for acountry to make diplomacy public to cope with great unexpectedincidents, so as to communicate immediately, win overunderstandings and avoid the distort report. Even it is an opportunity to change the bad image.As we all know, the SARS in2003, local government hidedsome truth, until out of its control they faced the public. Thus, we lostsome priority in public opinion, and arouse some query and criticismof the international society. Some foreign media had distorted andhad exaggerated the information that made negative image of Chinaand harsh circumstances. While in WenChuan Earthquake, China hada responsible image to face the public from home and abroad, beactive to develop the public diplomacy, lead the public opinion,joined hands with the international rescue team. The image ofresponsible, friendly, cooperative, people-oriented won over admireof international.The thesis based on the lesson drew from the SARS event andWenChuan Earthquake to evaluate the function and effective of thepublic diplomacy. In the end, the thesis offers some proposals fordeveloping the effective public diplomacy in the crisis.
