Everything has its rule of development, accompanied by the national development, the system value orientation and system design are to be adjusted, it is also an inevitable requirement of economic development. If a prohibition of rural housing in circulation, it will result in a waste of resources, do not accord with socialist market economy and efficiency.In this paper, based on the theory of the circulation of rural houses, from the historical investigation about, analyzed since the founding of new China, the rural housing and land law and policy, and the economic and political situation in perspective, in the era of the angle of view to explore when the law.
