In recent years, the real estate industry continued rapid development, which makestremendous contribution to the rapid growth of economics in China. However, under theappearances of prosperity, there are as many hidden problems need urgent solution. Inorder to improve the unhealthy condition of the real estate industry, government’s urgenttask is to guide and rule the development of real estate industry through macro controlpolicy. As an important policy instrument in the macro control of the industry, real estatetax system is not only an important means to increase revenue, but also an main lever tooptimize the allocation of resources. However, the current real estate tax system does notmatch the real estate market condition, in which many problems gradually appear. As aresult, the real estate tax system should be reformed as soon as possible.This article mainly uses literature method, economics method and comparativemethod to study and analysis the rule of law in orderly development of real estate industry.Through the analysis to current situation and problems of real estate market, according tothe experience in imposing the property tax in the major developed countries and regions,point out the necessity and also the influence of starting to impose the property tax inChina, at last put forward the reformation path and specific legislative proposal on thesubject of our last proposed property tax system. Concluded: clear property system must beestablished before imposing property tax in china, the real estate evaluation market shouldbe standardized, the tax elements should be scientifically assessed, and the transition andconnection with the existing taxation system be reasonably arranged.
