As a local government in the Chinese administrative system, the provincial government in the administrative system plays a role of a connecting bond. To strengthen the construction of the provincial government human resource management, it is beneficial to play a due role of the provincial government.13th CPC National Congress clearly proposed the establishment of the Chinese civil service system. In2000, the civil service is initially established at the national level. However, there are many problems in the civil service system specific to the operation of the provincial government, the operation of the provincial government civil service system is lack of systematic scientific and other. On the basis of reflecting on implementation of the Chinese provincial government civil services and seeking the localization of the modern human resource management concepts, to speed up the provincial government building of human resource, it is urgent to build the provincial government strategic human resource operation mechanism.Based on the above reason, with the center of strategic human resource operation mechanism, along the main line of problem-identifying and problem-solving, first, this paper analyzed the basic theory of building the Chinese provincial government strategic human resource operation mechanism. This part mainly described the functions of the provincial government in China, strategic human resource management theory, new public management and equity theory etc. Among them, the dissertation of the provincial government functions mainly highlights the importance of the provincial government as the object of study. The theory of strategic human resource management, mew public management and the equity theory is the core theoretical foundation of building a strategic human resource operation mechanism; Second, based on theoretical analysis, this paper summarized and analyzed the achievements and problems of the current provincial government strategic human resource mechanism; Third, this paper analyzed foreign governments’mainly include the US and Japan more mature human resource operation mechanism, by the same time, analyzed the successful experience in the process of building enterprises’strategic human resource operation mechanism. According to empirical analysis of foreign governments and enterprises’strategic human resource operation mechanism, this paper summed up the recommendations which conducive to the building of provincial government strategic human resource operation mechanism, proposed the strategic integration ideology of the provincial government strategic human resource operation mechanism, then, summarized proposals to improve the provincial government strategic human resource operation mechanism.
