The Research On Township Governments Public Service Capacity Building In China

Contract theory argues that the government of all rights come from political contractand civil commission.The government’s main duty is responsible for citizens and serves thepeople. Therefore, public service is also an important measure of a country or an area ofthe government ability. Our country is an agricultural country. By the end of2011, ruralpopulation still makes up48.7percent of the coutrywide population. If rural areas arestable, the whole country will become stable as well. Rural public service level will havean important effect on the construction of the new socialist coutryside and the constructionof a harmonious society. Since the reform and opening up, in terms of the reform ofgovernment institutions, the transformation of government functions,and the promotion ofthe integration of urban rural areas, China has done much fruitful work. However, becauseof the special historical background and system, public service level is not still high,especially in rural public service, this performance is more prominent. For example, thelong--standing public service in urban and rural dual segmentation, unsound rural publicservice system, the insufficient supply of rural public service and so on have already hadserious impact on agricultural production and farmers’ life and have restricted China’ssocialist modernization process and the development of various causes. Therefore, in thenew historical stage, improving the township government’s public service capacity andpromoting public services in rural areas of China’s township government level will stillbecome an urgent arduous task. Because of this, the author chose this subject to attempt todefine township government’s public service ability from the theory dynamic capabilitiesperspective, and it is used as the analytical frame to have a complete analysis of thetownship government’s public service ability present situation, problems and restrictedelements. A resonable proposal will be put forward on how to improve townshipgovernment public service capacity and promote rural public service in order to present atheoretical basis for government policy decision.This paper is based on the new public service theory, the theory of public goods and local governmance theory. By using the methods of literature research, comparisonresearch method, research method and case analysis, this paper has had systematic researchon the township government’s public service, the restricted factors of the townshipgovernment public service ability, foreign governments public service capacity buildingexperience and some steps about promoting China’s township government public serviceability. Here are the main contents of this paper. The first part introduced the thesisresearch background, significance and research status at home and abroad. The second partof this paper mainly stated the concept of the township government, public service, publicservice ability and the theory of public good, the new public service theory, the localgovernmance theory and the relevant theories and overview. The third part is the first fromthe theory of dynamic capabilities perspective analysis of the township government’spublic service ability form, namely, the villages towns government resource acquisitionability, the villages and towns government ability of resources allocation and the villagesand towns government resources using ability. And then the data of our country on thebasis of the villages and towns government public service ability present situation, existingproblems and constraints are analyzed. The fourth part is the case analysis, throughAnxiang, Hunan Province field research analysis of Anxiang rural public service ability ofgovernment present situation and the restricting factors. The fifth part used the method ofcomparative study and analysed the United States, Britain, Japan and other countries’ localgovernments’ public service capacity building of the main practices. Also, this partsummed up our experience that we can draw from. The sixth part is on the basis of thepublic product theory, public service theory, and the local governmance theory to unify ourcountry, villages, and towns government public service ability construction problems, fromthe angle of view on optimizing China’s township government public service abilityconstruction to put forward the resonable proposal. The seventh part is a conclusion,mainly is a brief overview of research ideas and the main points.Through the research, this paper formed the following basic knowledge:1. Publicservice is the economic and social development in the problem due justice. Improving thepublic service system for constructing harmonious society and accelerating the socialistmodernization process have an important sense.2. Since17th Party Congress, China’s ruralpublic service system construction has improved greatly, but cannot still satisfy farmers’sgrowing demand for public services, especially compared with developed countries, thereis still a big gap.3.For farmers, to provide satisfactory service is the basic requirement ofthe building a service oriented government. Improving the township government’s publicservice ability not only needs to strengthen the township government economic strength, perfect public service investment protection mechanism, to enhance the townshipgovernment’s decision—making an execution, especially to improve the overall qualityof civil servants, to firmly establish the governing foe the people and put one’s heart soulinto the concept that serves the people.4. Rural public service involves a wide area, needsto provide the public product variety. Only governments of villages and towns are beyondtheir power; It should also introduce market mechanism, encourage and support enterprises,non—profit organizations and individuals to participate in service privision, in order toimprove rural public services.5. To improve the township government’s public serviceability, we must strengthen the construction of related systems, the township government’spublic service function, supervision, evaluation, incentives, accountability system toprovide protection.
