With the rapid development of information technology; it has become animportant means to propel the development of the traffic industry. E-government asthe core of the traffic industry information technology, the government graduallyregards the e-government development as a necessary means to boost the efficiencyof the traffic industry of government. In order to reduce administrative costs of the traffic department and providemore efficient, higher quality service to the society, it is urgent to push forward thedevelopment of e-government. In recent years, the countries all over the world cast ahuge sum of money to increase investment in the construction of traffice-government. However, it did not achieve the desired effect, the high cost and lowefficiency of e-government makes a large number of researchers draw their attentionaway from the blind construction to the performance evaluation of e-government.Therefore, it is essential to establish a set of strict, scientific, rational, workablee-government performance evaluation index system and suitable methods ofevaluation.Firstly, consulted and studied a large number of domestic and internationale-government performance evaluation data, combined with the research backgroundof China. Secondly, through the overview of the basic theory of e-government andthe performance evaluation, the influencing factors of traffic e-governmentperformance evaluation were analyzed, which laid a solid foundation for thefollowing steps that is to ascertain the performance evaluation index system andmethods of the traffic e-government. Thirdly, combined with previous research, from the aspects of cost, quality, and efficiency, performance evaluation indexsystem of traffic e-government have been established. The index system includes3first-class indicators,6second-class indicators,16third-class indicators. With thehelp of the analytic hierarchy process(AHP) to determine the index weight, thenbuild e-government performance evaluation model based on AHP-GRA(grayrelated analysis). After that, calculations have been done with the help of MATLABand MCE software.
