Reform of old house, demolition of dangerous house andthe construction of economic development zone, all of these should bring benefit toour people, but the result is not so good, many tragedies happened. The chaoticsituation makes us to think about what the problems are. Many scholars put forwardthat we need to modify the regulation on the dismantlement, define the public interest,cancel the forced dismantlement, and protect the rights of the parties.“Regulation onthe Expropriation of Buildings on State-owned Land and Compensation” has made agreat progress; however, after the force of the new regulation, the forceddismantlement affairs don’t disappear. The conflicts between the government anddismantlees are fierce. The perfecting of laws and regulations is necessary but notsufficient. Structural Functionalism leads us to analyze the problems of thegovernment behavior in a comprehensive perspective. In dismantlement the AGILmode (A-Adaptation, G-Goal attainment, I-Integration, L-Latency) have some defectswhich cause the disorder of the situation. With the unity of social values, thecoordination of structures, we can have a mechanism to realize the effect of law, thensolve the problems of dismantlement can become possible.
