In today’s society, the development of the economic globalization and the rapiddevelopment of information technology make administrative environment which publicsectors face become increasingly complex and uncertain, the unpredictable emergenciesemerge in endlessly. In order to overcome the traditional and rigid management system ofpublic sectors, and increase the organization’s flexibility and adaptability, china’s publicsectors urgently need to readjust human resource management ideas, and implementflexible management system of human resource. In private sectors, human resourceflexible management has been widely used now, but this application has not beenresearched deeply in public sectors. Therefore, how to perfect public sector’s humanresource flexible management, how to improve public sector’s execution and credibilitybecomes particularly important.This paper adopts the methods of literature research, qualitative analysis andinvestigation research. Based on the research results of the scholars both at home andabroad, this paper summarizes the main contents and types of human resource flexiblemanagement. By using human resource flexible theory, flexible government theory andorganization “white tip clover” theory as the theoretical support, this paper analyses publicsector human resource flexible management problems and underlying reasons, exploresthe theoretical and practical feasibility of public sector flexible management. Based on theresearch of foreign public sector human resource management reform experiences, thispaper puts forward the corresponding measures to improve china’s public sector flexiblemanagement from flexible management concept, human resource management functionsand the flexible way of working. These measures have certain exploratory, summation anddirection. The writer hopes all of these will provide theoretical support and practicalsuggestions for improving china’s public sector human resource management reform. |
