Since the reform and opening up, China has established a relatively stable public fiscalrevenue growth mechanism. The key of public financial management has become the fiscalexpenditure management from fiscal revenue management. But at the same time, the publicfinancial allocation management about revenue and expenditure confronts with unprecedentedcontradictions. The public security financial management as a branch of public financialmanagement also have the same situation. In order to avoid the detrimental effect come fromthese contradictions, the public security organs in Hebei province, according to the actualsituation, set up a special team to carry on an in-depth research.This paper lucubrate the performance evaluation management about the public securityfiscal expenditure of Hebei province, integrating the issue---The performance evaluationresearch and optimization of management on the public security fiscal expenditure and profitingfrom the domestic and foreign research experiences about performance evaluation of publicfinancial expenditure. Then it establishes a indicator system of performance evaluation whichcontains comprehensive performance evaluation and special funds performance evaluation.Using analytic hierarchy process to ensure every index weight value in all level of the indexsystem, and putting forward the method of non-dimensional analysis to deal with the originaldata in order to make measurement index indifferent units can be compared more convenient.Then it points out five problem that arise in the process of make index system and operate theperformance evaluation of public security financial expenditure. These problems contain manydetails such as attention, institution and organization etc. Finally according to the specificsituation, it also correspondingly brings forward policy suggestions. It also is aimed at achievinga reasonable allocation of resources, optimizing expenditure structure, making the allocation ofbudget funds more standardized and increasing the financial efficiency and benefit. |
