As China`s development of social production, the programs of new regionaldevelopment are introduced gradually. The collaboration of local legislation is put forwardon the basis of the collision that happened between China`s current legislative system andthe trend of regional economic integration. The collaboration of local legislation becamethe central issue in academic field after northeast has introduced collaboration of locallegislation for the firs the time since2006, which is studied by legislation, constitutionaland administrative law but less involved in the field of intellectual property law.This paper puts forward the protection of intellectual property about collaboration oflocal legislation on the basis of the protection about non-material cultural heritage in WuLingshan ethnic areas. Non-material cultural heritage and intellectual property system iscompatible in the perspective of objects properties and protection needs. Non-materialcultural heritage mostly distributes in the area of ethnic minority, which is absent from theimpact of current administrative divisions. Promoting collaboration of local legislationabout the protect of non-material cultural heritage in the level of intellectual propertyrights could be very effective for exploring market potential of non-material culturalheritage in legislative cooperation area and protecting authenticity non-material culturalheritage. The writer suggests that building joint legislation and alliance of intellectualproperty protection about non-cultural heritage to protect Wu Lingshan ethic areas on thebasis of analyzing the legislative protection of intellectual property about non-materialcultural heritage in Wu Lingshan ethic areas. At the same time, the writer suggests thateconomic, cultural and other fields should be developed and the concept about thecollaboration of local legislation in the field of intellectual property about non-materialcultural heritage should be carried out in protecting non-material cultural heritage of WuLingshan ethic areas. Then the suggestion would be proposed at the end of the paper toprovide reference about how to formulate the specific system for the protection ofintellectual property in Wu Lingshan ethic areas about its non-material cultural heritage.
