Research On The Civil Servants Training Of Shaanxi Entry-exit Inspection And Quarantine System

The Entry-Exit Inspection and Quarantine Bureau is an important governmentaldepartment concerned the import and export inspection, health quarantine, animal and plantquarantine, the safety standardization and certification of import and export goods. Thereinforcement of the training and the strengthen of quality an ability of the civil servants ofthe Inspection and Quarantine Bureau are of vital importance to implement the laws andregulations, to construct a stronger economy, to meet the challenge after the succession toWTO, and to promote the development of export-oriented economy. Therefore, throughtraining, setting up high-quality, professionalized team of personnel for entry-exit inspectionand quarantine department has become an important research topic.This paper takes the civil servants’ training of Shaanxi Entry-Exit Inspection andQuarantine Bureau as a subject, and adopts the empirical research methods to analyze thechanging demand of human recourses with the development of the inspection and quarantine,to demonstrate the importance of human resource training. And questionnaires are used toresearch the structure of the current civil servants group and on-the-spot investigation helps tofind out the situation of civil servants’ training. Applying human resources theories such asMaslow’s Hierarchy of Needs, The Iceberg Theory and The Onion Theory to make anintensive and scientific study on the current situation and take the atmosphere of theEntry-Exit inspection and quarantine system into consideration, this paper recommendsadvanced training concept, strategic programming and framework of training systemaccordingly, and also gives detailed discussion and explanation for each part. Therefore, setup an integrated mode of human resource training for the civil servants.
