As a city heavily dependent on migrant workers, schools of migrant childrenhave always been the focus of attention in Shanghai. Based on the Resourcedependency theory that are commonly used in the analysis of the relationship betweenorganizations, the author chose16typical schools of migrant children as researchobject in Minhang district, Shanghai. With the help of the acquaintances relationshipbuilt in the three New Citizen Teachers Awards during year2009to2011as avolunteer, the author has done a two-month fieldwork in the16schools. Throughliterature study, participation observation and depth interviews, a large amount of firsthand information has been found out. The conclusions are as follows:A new pattern of schools of migrant children is formed after the plan that migrantchildren of compulsory education three-year action plan implemented by governmentbetween2008and2010,.Schools of migrant children in Minghang district now arecomposed by twelve schools have been invested by government and four simpleregistered schools. Schools of migrant children obtain legal identity as Private andnon-enterprise units, forming a dependence relationship with the government bywhich purchasing their cooperation.The third chapter is standing of the perspective of government presence. Theparagraph is organized by three core propositions which were school legitimacy,school function, and school capacity. The logic of unequal relationship between theschools of migrant children and government is made by interpreting the laws andregulations that issued by the schools between2008and2011. Five aspects areempirical analyzed, which were cooperation style, party control everything, allocationof the specific education and teaching resource, personnel processes, and the schoolmanagement and teaching process. It shows a part of government presence and itsenhanced control process in the relationship of schools and government from theperspective of resource dependence theory, which comes to the conclusion that therelationship between the schools of migrant children and government is dissymmetricdependence.The forth chapter is about the subjectivity of school of migrant children as anorganization. It tries to make further explanation of the resource dependency theorythrough the perspective of the conversion and mobilization of resources, focusing onhow schools of migrant children converse and mobilize of the resource from the twogovernmental and non-governmental paths. According to empirical analysis, schoolsof migrant children converse and mobilize the government-controlled resources toself-controlled resources through four main ways, which are politics in command, thecelebrity effect, features the banner, and media propaganda. On the other hand, inorder to achieve autonomy and equality in the partnership with government, and easethe dissymmetric dependence, schools actively build connections and cooperationwith enterprises and NGOs to expand social resources besides government ones.To sum up, the research views schools of migrant children as an organizationsubject. It presents the complex relationship status between the schools of migrant children and government based on the first hand facts. The paper also makes adiscussion on the policies trend of migrant children education and schools of migrantchildren in Shanghai, which trying to make some reference for the development of thegovernment, society and schools of migrant children.
